Working the E-Learning System

More and more licensing boards that have continuing education (CE) requirements for licensees are allowing CE requirements to be fulfilled via online courses.  There are a great number of online providers offering a variety of online courses for professionals in many fields including real estate, nursing, insurance, and a great many others.  As online continuing education courses are becoming more widely accepted, more and more professionals are taking advantage of this option.   

Since CE requirements have traditionally been mandated in terms of the number of hours of instruction a licensee is required to take each licensing period, there is some concern in the professions about how participation in online CE training can be tracked so that hourly equivalence can be determined. 

Some fields actually require licensees to pass a test at the conclusion of an online continuing education course, to verify mastery of the course content.  Of course, with the way most e-learning CE systems are designed, such a method of verification largely depends on the honor system. 

Are licenses working the online e-learning system to get credit for hours not actually engaged in continuing education activities?  Or, is a better question one that ponders whether or not measuring CE requirements in terms of instructional  hours is a valid one in the 21st century.
