Very much before implementation of (ICT) enabled learning Teaching and Assessment strategies the following concepts have to be taken into consideration ; Goals, targets, reorganisation and rationalisation, Diversity in meeting the needs of students, Flexibility in terms of delivery, monitoring and evaluation mechanism etc.,
Design and Planning

Planning and Incorporation of technology (ICT) -enabled learning

The type of learners that the e-learning method would attract and cater into are Corporate Learners, Professional Enhancement Learners. Degree Completion Adult Learners, Life Fulfillment Learners, “College Experience” Adult Learners, “College Experience” Learners, Remediation and Test Preparation Learners.

The following questions need to be asked while incorporating technology in the teaching- learning process
• The level of knowledge that students bring into class.
• The use of technology across the entire curriculum, including courses offered by colleges and even after that.
• Establishing a foundation upon which to build in the junior and senior years.
• How faculty can increase their knowledge of using technology throughout the learning experience of the students ?
• How much infrastructure is to be built upon in which students routinely use technology as easily as they do homework using pencil and paper?

Also important questions are how educational material is packaged and sold, how libraries are used, the role of educational support personnel such as instructional designers, technology support staff, and marketing personnel, and the manner in which administrative support systems are expected to function.

e- Content Governance Models

Several universities and higher education systems have created distinct distance education or e-learning delivery structures and governance models for success.

Three ways in which to organize an e-learning governance model are ;

1) Technical service model whereby institutional autonomy is maintained for all e-learning functions, while technical resources are pulled across the system;

2) e-learning delivery model whereby the development and delivery of courses and programs is across all institutions, leveraging the breadth and size of the system;

3) Comprehensive service center delivery model provides a seamless interface of e-learning support services for students and faculty.

Internet Adoption Rates

Internet adoption rates are important factors when developing an e-learning business plan to determine which geographical regions and learner segments to target. In Africa, South America, Eastern Europe, and Asia (except Hong Kong, Japan, Taiwan, Korea, and China), internet connectivity is low. This will serve as a major obstacle to expanding technology-mediated education.

The top fifteen countries with the highest percentage of Internet penetration (e.g., percent of total population connected and online) including European, North American, and Asian Pacific countries basically have high literacy rate. Infrastructure requirements

Should be able to handle the increase in traffic and number of connections. It should satisfy user responses, improve quality-of-service, shorten latency and reduce the data loss. Above all the infrastructure should be provided to handle the huge amount of data, intelligently and to deliver it efficiently and quickly.

Effective content Management

This requires approaches that facilitate content acquisition and archival, file conversions and transformation, version control, meta-tagging, workflow, integration with multiple repositories/delivery networks, platform independency, security, permission and rights management.

What are the high-level steps while entering e-content segment ?

Review of prior e-learning reports, identification of key market segments, e-learning areas, selecting branding approach, developing e-learning governance model, consideration of funding issues including revenues and costs, developments of partnership with content providers and academics are the steps to be followed before actually entering into the production

Conclusion

Should ask what courses are learners starting from and what are their expectations and assessments? This should be followed by how do people learn and how do you facilitate learning. The answers to these two questions can be obtained if principles from Learning theories and Pedagogical theories are applied to the current reality.
